I assume you are asking about desktop Premier (CD/download). By your screen name above it's indicating "Premier for Windows" which is a desktop product.
If you are referring to desktop Deluxe and desktop Premier, both of those editions can handle the same forms. So I'm not sure why you think you have to move up from Deluxe to Premier. It is only in Online TurboTax where there is a difference between Deluxe and Premier. In the desktop products, Deluxe and Premier only differ in the amount of help and guidance, but can prepare the same forms.
In the desktop products, it doesn't matter what edition you used in the previous year. You should be able to transfer in the *.tax2016 data file from any of the 2016 editions into a 2017 desktop return.
Hopefully, you still have the *.tax2016 data file.
