Sorry but you cannot work on a 2017 tax return using your phone.
First---you do not "amend" a tax return that has never been filed. If your 2017 return was rejected it was never filed. So amending is not the solution and would in fact cause confusion and delays.
Your 2017 return can only be filed by printing it, signing it in ink and mailing it in. E-filing has been closed for a 2017 return since 2018.
Most rejections were for incorrect AGI, which no longer matters since you only needed AGI in order to e-file. A 2017 can only be filed by mail. If you are able to print using your phone then print it and mail it. Or use a computer that is linked to a printer and print it.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
