Yes. You can choose to e-file one (or more) state along with your federal return and then file the other state return(s) later.
Your other state return(s) will show a status of incomplete if you filed your federal return by itself (or with another state). You will have to come back after your federal return is accepted to e-file it. E-filing a state by itself is only allowed once a federal return is accepted/rejected.
The IRS started accepting 2016 tax returns January 23. TurboTax will send you an email when the federal tax return has either been accepted or rejected by the IRS.
Your state return may not have transmitted because all the forms and schedules included in the return available for filing. See this TurboTax support FAQ for state forms availability.
