I have a 1099-R I received from the dealer but the payer's name is different. Do I use the address of the dealer or the payer? There is no address for the payer.

There is just a FED ID Number listed for the payer.

You use the address for the payer as this is the one that is supposed to be listed on your Form 1099-R. The Federal ID number will correctly identify the payer as well.
