The rejection notice tells you to verify that
1040-X Line 30 list of your dependents matches your original 1040.
If you can't get past this, you would have to file Form 1040-X at the post office.
OR
wait some time for a possible fix and amend later in the year.
Don't file paper if you can avoid it.

So this error message pops up due to a bug in the turbo tax system, and there is no estimation of when it will be fixed? I filed my return and my children are claimed by my ex. On my original return, they are not listed on line 30. The amended return adds them onto line 30 of 1040-x. Why is it doing this? For your post to say amended return must be printed and mailed is not accurate. They certainly can be efiled, and even if someone who gets this error prints them from turbo tax, they will still be wrong! Not good advice.

to get around this problem, when you claimed no dependents on Form 1040,
I suggest you continue revising 1040 and remove dependents completely.
That should take it off 1040-X.
If that denies you certain credits, you have to get Form 1040-X in fillable PDF from the IRS site and fill it out manually.
How did you fix it??? I’m trying to amend my return as well to add a W2 and I keep receiving this rejection error. I don’t know why I haven’t changed anything regarding my dependents!
I called and asked if it was a bug issue. I was told “no and just do what it says.” I’m like lady I can’t do what it says because idk why it’s telling me to change something I NEVER TOUCHED. I honestly don’t see the point of a turbo tax specialist or even paying to talk to someone because nobody knows anything.
We'd like to take a deeper look at your specific situation. Please attach screenshots, detailed instructions on where you are in the TurboTax Program, and a token number. (This token number gives us your tax file with all your personal information removed.)
TurboTax Online:
Click Tax Tools in the menu to the left.
Click Tools, and then
Click Share my file with Agent.
A pop-up message will appear. Click OK to send the sanitized diagnostic copy to us.
Provide the token number that is generated onto this thread.
TurboTax Desktop:
Select Online menu if the customer is using Windows. Select “Help” if using a Mac.
Select Send Tax File to Agent.
A pop-up message will appear, and the customer will select, Send. If using Mac "Send Tax File to TurboTax Agent"
Note: Desktop will save a file to your computer unless you uncheck the box.
Another message will appear. Provide the token number that is generated onto this thread.
I am currently trying to amend my returns. I only needed to remove a w2 that wasn’t verifying and replace it with the correct one, which I did. Now I keep receiving these messages. Every time I click on revisit to try and fix the issue it takes me back to the “description of the error” screen. When I hit continue on THAT screen, it takes me back to the previous screen to refile. And I never touched my dependents. I’ve tried refiling 6 times and was rejected for this reason each time. Token number is 978976
Delete the dependents and type them in again. There is an error in the way the computer is reading them, even if it looks right when you read it.
I tried that too. Still didn’t work smh
When you are preparing a Form 1040X, a 'new' Form 1040 is being prepared as well, to attach to the Form 1040X.
Make sure the dependents shown on the Form 1040X match the dependents shown on the 'new' Form 1040.
You could try 'undoing' your Amendment, clear your Cache and Cookies and step through the Amend process again.
