I check that website daily, at this time form 974 is not available. Click the PDF link and you will see it's still "being finalized", TurboTax also provided no alternative calculation and attempted to (likely incorrectly, at least using 2019 calculations based on 2019 pub 974) to state that I have to pay back the whole credit.
You are correct that Pub 974 is still in draft mode (note that there is no "form 974"). However, TurboTax won't implement rules that aren't finalized yet, because that would lead to wasted effort if the IRS changes things at the last minute.
And until the IRS releases the 2020 Pub 974, we won't know if the rules have changed from 2019 to 2020.

Question here! I have done a lot of research on the alternative calculation for year of marriage. Is there a way to do this on turbo tax? Can we just use half of our combined income on the months we weren't married when filling out info from the 1095A form, or is it more complicated than this?

If you get married mid-year, your premium tax credit eligibility is going to be based on your total combined income. TurboTax will do all calculations for you just enter the information that is provided on the form 1095-A.

Thanks for the reply! I ended up getting the expert help version of turbo tax, and realized I hadn't checked the box "I got married in 2023" and that ended up auto filling the form. When I looked over the forms, I found the form I had been working on figuring out, all filled out to account for those months I wasn't married. Wow, I can't believe I did all that work when it was literally one check box on turbo tax!
