I got an email saying I possibly got to much in my returns

If it was claiming to be from a state agency or the IRS, I wouldn't click any links within the email nor would I respond. Instead, I would contact the agency directly using an external search for their direct line and speak with them regarding the issue. Typically, they would communicate with you via postal mail.
