That can happen if the State sees something in your tax return that they find a bit unusual.....or it may just be a random pull of tax returns to check to make sure residents aren't mis-representing their income or deductions & credits.
Sometimes, the data about state income and state tax withholding in a tax return does not seem to match the W-2 information that the state received separately and directly from an employer (or employers). Everything else could match, but there could also be an accidental entry on the taxpayers part....(.your e-filed tax return contains data...including the wages "supposedly" from your W-2, but it does not contain the actual W-2.)
Or it may have nothing to do with the W-2 forms...maybe some other deduction or credit that the State wants to check out between the two tax forms (Federal vs State)
So the state is apparently checking up on things for one reason or another...follow their directions, but also recheck your state income and state tax withholding shown on your W-2 form(s) to see if maybe you made an entry error during preparation
