I efiled and paid my NC State taxes when I efiled. Do I still need to mail the D-400 form? Do I have to mail the D-400 form regardless if I paid or will get a return?

No, you do not need to mail in the D-400 if you already paid your taxes when you filed. You would only need to mail that form in with your payment if you were mailing in your payment.
