You didn't provide enough information for folks to clearly know what you are talking about, so I'll take a  guess and try to read between the lines.

Why do you mention "PIN?"   Did you try to efile and got an efile rejection?   If so, what was the rejection error code and message?     Was it by any chance concerning an IP PIN (Identity Protection PIN?) 

 If that's your situation, we can tell you how to retrieve it.    But so far we don't even know if that's your issue.   That's just a guess since you mentioned a PIN and said "didn't receive a letter."   Many people with IP PINs don't get letters.

If that's not your issue, then please explain what the issue is.  We can be more definitive when you explain enough so that we understand completely.   This is a public Internet forum, so don't post any personal info.
