Why do you think TT would pay the state? What method of payment did you choose to use in order to pay the state? What does it say on the page of filing instructions that prints out with your tax return? The state can NEVER be paid from a federal refund.
You must pay your state tax due using the state’s preferred method of receiving payment. For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.

TurboTax does not pay any type of taxes owed, federal or state.
When you were completing your tax return using the TurboTax online editions, in the File section on Step 2, when taxes were owed you had to choose one of the options shown for paying the taxes. Having TurboTax pay the taxes owed was not one of those options.
Look at the Filing Instructions page for your state tax return to see how you chose to pay the taxes owed.
To access your current or prior year online tax returns sign onto the TurboTax website with the User ID you used to create the account - https://myturbotax.intuit.com/
When you sign onto your online account and land on the Tax Home web page, scroll down and click on Add a state.
This will take you back to the 2023 online tax return.
Click on Tax Tools on the left side of the online program screen. Then click on Print Center. Then click on Print, save or preview this year's return. Choose the option Include government and TurboTax worksheets
