You will have to prepare a federal return in order to prepare a state return.  You will not be able to e-file the state return without filing a federal return.  You can complete a return and then print and mail the state return only.

Go to the state taxation website. They may have a place you can file the state return directly.

You can only efile state if Federal was efiled and accepted from the same account.  So you will have to print and mail state.

 

If you didn't use Turbo Tax for federal, There is a way but you first have to fill in the federal and pay for federal for it to flow to state.  You will have to mail state.  See,

Yes its possible but you will still have to enter all your information on the federal form and then transfer it to state form. You would have to enter the information anyway. So it wont take that much more time but you would have to pay $45 to download state and then $25 more to e-file return unless you already bought TurboTax Deluxe for $80 the desk top version comes with 5 free e-files for federal and one state download but you still have to pay $25 to e-file state return. A better idea is to go to your states website and see if you can e-file from their website. a lot of states let you e-file for free. or at least let you fill in forms online then print and mail return. its better then filling them late.
