I did work that i was payed through paypal and the company (outlier) is based out of the US if i am not mistaken. does this qualify as self employed work?

Yes, since you worked for someone and your compensation was not reported on a W-2 form, you would most likely be considered self-employed by the IRS. The only exception would be if you should have been paid as an employee, but your employer failed to report your compensation as wages. In that case, you would have to request that your employer report your compensation on a W-2 form.
