Had an overpayment of Estimated taxes on 2018 due to withholding of fed tax on my MRD. The 2019 ESs has the same Estimates as 2018 without considering the withholdings.

I'd recommend using the IRS' Estimated Tax worksheet, included in the publication I've linked below. Specifically, see page 8. This worksheet is more precise and will allow you to accurately include anticipated withholdings when figuring your quarterly estimated tax payments for 2019.
