I completed my tax files in early April using Intuit Desktop. It is now October and I want to do some projections, however I can't open the file. I see on saved on my laptop, yet when I select it TT doesn't complete the task of opening.

Do you have the tax return data file with a .tax2024 file name extension? You cannot open a PDF in TurboTax.
Do you have the TurboTax software in Windows or on a Mac?
Don't try to open the file by clicking on the file. Start the TurboTax program, then open the file from within TurboTax.
I'm not sure what you mean by "TT doesn't complete the task of opening." Do you mean that TurboTax does not open the .tax2024 file, or that the TurboTax program doesn't open? What exactly happens when you try to open the file? If you get an error message, what is the exact complete message?
