I'm going to post this "one-more-time" (please pass it on).
The problem is NOT with the Turbo Tax software... the STATE won't accept the file upload until February 28th (per the NC department of revenue phone call). "Short staffed and servers not ready."
From my prior post:
"I have the same e-mail from TurboTax about the "NC D-400 forms for e-file are now available for download." Same as everyone else, I updated my TurboTax software and received the same "unable to upload" message. We have a couple of CPA's that are very well established and respected here in Alamance County that I asked them about the NC e-file upload problem. Even they can't upload their customers by e-file for NC taxes !!! North Carolina Revenue Service is the problem. They (H&R Block, company CPA's, etc.) are NOW telling me that they can't even upload e-file North Carolina taxes until February 28th according to the NC Revenue people!!!"
It is only because the states are not prepared to receive them yet. Go ahead and file your federal only without your state and then it will take. The states will not be ready to accept transmissions until 2/28, per the news today.
According to the news tonight, states cannot receive transmissions until 2/28.
It is the states' problem. You have to e-file your federal return only. Then wait until 2/28 to file your state when they are ready to accept them.

If you want to e-file your federal tax return now then change how you file the NC state return. This assumes that all of the forms and schedules included in your federal tax return are available for e-filing.
If using the TurboTax online editions click on File on the left side of the online program screen. On Step 3 of the File section click on Start or Revisit. Select the button File by Mail. Then change the filing status of the state return.
After the federal return is e-filed and accepted by the IRS you can e-file the state return when it is available for e-filing. Just use the same procedure and change the state return back to e-filing.
We are told to send the state tax form into North Carolina but the instructions do not tell you where to send the forms for the state! Am I missing something here besides losing my $20 big to procure Turbotax e-file? Let me know, thanks in advance.

You do not have to mail the NC return. You can e-file after the NC tax return becomes available on 02/24/2022

It's February 17, 2022, just updated NC state forms within the hour, and paid the $20 to file NC form and still get the error:
"Tax Year 2021 transmissions are not available. - TurboTax is not ready to process Tax Year 2021 for this return."
If it's not ready, why did TurboTax proceed with filing and collect the fee?
Should I challenge the credit card payment or will Intuit refund the payment back to my credit card?
This is very poor logic in the program.

I disagree that it is not a TurboTax problem.
The software should be more aware of state dates. After all, TurboTax downloads their encoded forms for a state return.
In TurboTax's encoded state forms, Intuit should also encode the first date for e-filing. Using this date, Intuit can give the user a much more reassuring message than TurboTax is not ready when it's actually NC that is not ready.
Today's downloaded update should have included such a date since apparently Intuit knows that they can't e-file until a future date. So far, that date is February 28th. They could delay further. Intuit could keep tract of any further NC updates and include them in a TurboTax update.
THIS IS SO FRUSTRATING!!!
I got an email saying my documents were available, after signing up to be notified, but now it says: Tax Year 2021 transmissions are not available. I have already paid for federal, so I don't really want to have to use a different software and put all that info in again.

i have paid my state fee, will check back after the 24 Feb to see if NC state forms are ready
almost lost my mind with checking cookies and popups-
