I am trying to link my Schwab account to TurboTax. I get an error that says that my loginID does not meet Login ID requirements

Tip:    Be sure to select the right financial institution or brokerage from the list. For example, several participating partners' names start with First National Bank and if you select the wrong First National Bank, you won't be able to import.   The same goes with Schwab - there are many possible partner names under Schwab.  

Try logging in to your Schwab account outside of using the import function.  How do I import my 1099?

Actually, TurboTax simply did not like the format of my Schwab username.  I changed it and everything worked.  I have had this fairly conventional (no special characters or spaces) username from long ago and maybe the requirements on usernames has changed since that time.  It was a pain in the butt that I was required to do this, however, pretty easy to do.  I had to change it on the Schwab website and viola, it all worked.
