what state and form. some forms are not yet ready and if you need them you can't efile until they're available. maybe the state has it available so you can prepare it manually but then you would have to mail in your state return.
North Carolina and turbo tax emailed me and said the form I needed was ready but now it won't let me submit it... why is that

Unfortunately, the email is misleading. Some forms for North Carolina have become available if one is printing and mailing the return. But the NC forms are NOT ready yet for efiling.
Some NC forms (including the main Form D-400) are not yet finalized and available for efiling. Projected availability date is 2/24/2022, according to the availability tables:

If you wish, you can efile the Federal return now (if all your Fed forms are available) and efile the NC state return later. To do that, you would need to temporarily change the filing method for the state return and tell TurboTax that you intend to "mail" the state return. Then when the state forms are available you can switch the method back to efile.
