It’s to do with NC forms apparently they cannot be e filed until the 24th. If you tell TurboTax you will file the state later it should let you File your federal and come back later for any states you need to file
I am having same problem. Filing in two states, VA and NC. Sounds like NC efile is the culprit since you are having issues too.
In NC you have to submit federal and state at the same time. You can't do it separate. I'm in the same boat and cannot file either.

I am having the same issue with my return. And intuit hold times are crazy. I have been on hold 3 different times for more than 30 minutes and the system just randomly hands up on me. I even tried a scheduled call back. They called back I was on hold for 20 more minutes and it hung up on me.
Yeah I’m not even going back until 24 February to TurboTax because it’s just irritating me that I have to wait this long
@Aporter78 If the refund will not let you file, it is due to forms not being available in Turbo Tax.

Two questions:
1. Can an NC return be e-filed separate / after a federal return?
2. If I already paid TurboTax the fee to e-file my NC return but have to wait til later (Feb 24th), will TurboTax still honor that paid fee and not charge me twice?
As per my experience yes it can be filed separately and when I had closed TurboTax and come back the next day when I got to the filing part it still recognized that I had paid for it. Keep in mind I’m using desktop edition but it should be similar for any version. As I stated before I am upset with intuit for not being more specific about yea forms are ready but Nc isn’t ready to take them.
Yes, you can file your NC form can be e-filed after your federal return is accepted. If you have already paid for your state return, you will be able to go back and file it when it's ready.

I was able to file my North Carolina tax today, Feb 19, 2022.
I can confirm a successful e-file of my NC tax return today (2/19/2022).
I hope that TurboTax reworks their product for the future to improve displayed messages when exceptions are encountered (for example - not being able to file NC taxes because forms aren't ready yet).
their phone number is useless i cannot get a real person. i used turbo tax in 2020 and its rejected my returns because AGI didnt match and I paid to file state. How do i get my state filing refunded it won't accept state without federal filing/
