I am very sorry for the loss of your sister.
To file a tax return for her you would need to set up an Online account in her name, you can do that by visiting the following TurboTax website https://turbotax.intuit.com/.
When you reach the Personal Info section of the interview you will see a question that says "I'm preparing this return for (sister) who passed away." you would then select"Yes" and enter the date of her passing.You can then continue through the tax interview and TurboTax will walk you through each section step by step.

You will need the userID and password she used AND access to her phone for the verification code that will be sent ... so that is not really an option.

I'm sorry for your loss. Are you the legally recognized and/or court appointed administrator of your sister's estate? If not, you can't legally do anything on her behalf until the probate court says you can. So if you haven't seeked legal advice on this in your state yet, I highly suggest you do so immediately. I'd hate to see anyone who's grieving over the lose of a loved one, find themselves in a legal pickle in their efforts to try and help, only to discover the hard way they've violated some federal or state laws. You've got enough to deal with as it is, and don't need more piled on top of it.
