I am a veteran and have the VA for health insurance, why do i have to pay for a penalty for not having insurance

To show you had health insurance coverage for 2016, you’ll need to complete the Health Insurance section under the Federal Taxes tab.

1. Log into your TurboTax Account and access your current tax return
2. From the Welcome Screen click on Federal Taxes in the main tab
3. A Second (smaller) tab will appear. From this tab click on Health Insurance
4. If you have not entered any information in this section the first screen will ask you about your coverage. You will select "I had Health Insurance coverage all year"  and click on Continue
5. TurboTax may send you to another page to ascertain a couple of statements depending on other factors in your tax return. If it does not it will take you to the confirmation page stating that the Penalty is waived.
