I am a US citizen living in the UK. I have a US bank account and credit cards but my billing and mailing address is foreign. Can I still pay my filing fees?

My Bank of America VISA and US AmEx cards were declined due my billing address being foreign. Paying from my refund was declined due to my address being foreign.

I submit estimated payments to IRS use the forms from Turbo Tax. Can the IRS mailing address be moved to center it in the window of the envelope provide my IRS?
