Hurricane Ida extended my filing deadline to Jan 2022 (I live in NJ). I just completed my tax return but cannot efile it. Why doesn't Turbo Tax let me efile if the "efiling season" is not over for individuals in my state. Big headache to print it out especially since the IRS takes over a year to process hard copy returns.

Sorry ... TT closed efiling for all 2020 returns at the end of November and the IRS has closed it today for professional programs. All you can do now is print, ink sign and mail in the return ... in the FILE tab choose to mail in the return and the proper forms & instructions will be populated and presented in the Print Center.
The IRS shut down e-filing on November 20. You may be able to find a local income tax business to prepare your return and e-file for you after the IRS system opens again. Both TurboTax and the IRS realize that this is a further inconvenience to disaster victims that have extended filing deadlines. If you do not owe taxes, there is no penalty for filing late. TurboTax currently does not e-file past year returns, but many other preparers do,
SOME (not all) tax professionals can efile the 2020 return when the IRS opens the efile process again sometime next year usually mid January ... so you can either mail it in now for the price of a stamp or pay a pro their fee to efile the return when allowed in a couple of months... your choice.
