I am turning 65 on 12/20/23. I recently signed up for Medicare and it will start on 12/1/23. I have contributed $4400 as of 10-31-23. I am married and I would like to contribute the maximum to my HSA while I still can. Can I contribute the maximum by 11-30-23 and use this as a tax deduction for this year?

I'll page @dmertz, but I believe you need to stop contributions once you enroll.
you have told us nothing about your spouse - his age?, covered by medicare?, has his own HSA?, covered by HDHP? type of HDHP you have self-only or family.?
however, for self-only coverage, you can only contribute 11/12 of the max for 2023. the max is $4850
so 11/12 would be 4446.
You have until April 15, 2024 to make the contribution for 2023, but as others have said your contribution is not permitted to be more than 11/12 of the regular annual maximum.
