How to transmit return when error keeps coming up. I cannot clear cookies on app or start over because it says I already paid.

Says your transmission cannot go through. Our records indication you cannot efile one or more formsets. I am using the app so I cannot clear cache. I tried to clear the return and it says I cannot because I already paid. I have tried to submit multiple times and it won't go through.

It says"Your transmission didn't go through. We could not efile your return for the following reason.. our records indicate that you are not entitled to e file one or more formsets. 

I am on the APP trying to submit it but it won't let me clear the return and start over because it said I already paid for it... but I am using the free edition bc its just the easy form.

If you already registered the Free Edition it will not let you clear and start over.  There seems you have some forms that cannot be e-filed.  

The formsets message can occur when some of the forms that are required for your tax return may not be available yet or are not supported for e-filing. If that is the case, the program will not let you e-file. You can check the status of form availability in the below TurboTax FAQs:
