How to fix e-filed returns rejected (both Federal and State) due to AGI?

Hi

I was trying to submit my 2022 married jointly returns electronically to Federal and State, but it kept rejected by both Federal and State, saying my spouse's AGI did not match. 

But I double checked my 2021 married jointly returns, AGI numbers matched & input my spouse's same as mine.

For your information, 2021 returns my spouse used Tax ID instead of social security on the forms, because he did not have one social yet. We used his social security on 2022 returns for filing. Could that be the reason both IRS and State system cannot find a match in their systems? And how to fix this problem, if it is truly the cause.
