How to fill SSN value for son, who doesn't have SSN or ITIN yet. W-7 form for ITIN will be filed together with tax return.

My son (4 years old) is not U.S. citizen. He doesn't have Green Card, but has visa.
He is not eligible for SSN, but he is eligible for ITIN.
We will file W-7 form together with tax return for 2016.
How should I complete Social Security Number information in TurboTax for him, on page "Now let's gather Aleksandr's Social Security number"?
Help page says: "If you don't have a SSN or an ITIN, you'll need to apply for one or the other before you can file your return."
AFAIK, it's incorrect statement, where it uses word "before".
W-7 form includes this information: "you must file a U.S. federal tax return with Form W-7 unless you meet one of the exceptions"
So, based on IRS information, I should submit W-7 form together with tax return, not before that.

How should I complete Social Security Number information in TurboTax for him, on page "Now let's gather Aleksandr's Social Security number"?
If I put "000-00-0000" or "xxx-xx-xxxx" to this field - it says "Invalid social security number"
If I don't put any information there and just click "Continue" - wizard continues. But on Federal Taxes - Health Insurance it doesn't allow me to enter Health Insurance information.
When I reach Health Insurance page - TurboTax says "Just a sec, we found a few things to fix before we can start.... Let's go to Personal Info and fix:....Missing Social Security numbers"
Because of that, I have wrong information in line 61 of form 1040 as a result. Since I don't have Health Insurance information correct in TurboTax - it shows individual responsibility, while it shouldn't

Actually, if I place 'Applied For' instead of ITIN/SSN, software removes it and asks again about ITIN/SSN. So, TurboTax doesn't work this year in that option.

You can enter the words "Applied For" in the section for the social security number.  If for some reason you receive an error you can use the information below to prepare your returns for mailing.

Prepare a Form W7, for each person who needs an ITIN, then include it with the required documentation with your return.  File the return to this address.

If you are confident with the information you complete, then legal representation should not be necessary.

Follow these steps to prepare your return for mailing.
1. Complete IRS Form W-7.
2. Complete your federal and state tax returns using the number 999-88-9999 in place of a Social Security Number.
3. Print the tax returns and cross off the 999-88-9999 from the SSN field. Do not attempt to e-file your return.
4. Write "Applying for ITIN; Application attached" next to the SSN field.
5. Mail the signed federal return, the completed Form W-7, and all documentation required by the Form W-7 (Alternatively, you may choose to take all this information in-person to a local IRS office for processing.)
6. If you need to file a state tax return: Mail the signed state return and a copy of Form W-7 to your state's regular filing address.

Will your refund amount be subject to change since entering those numbers changed it? Or is that the for sure new amount that you will get back?
