Since the amount of total income you are receiving is unknown and whether you have been filing as Married Filing Joint or Separate, just to be clear, the first $25,900 of taxable income you report on your Federal tax return will not be taxable, with the next braket above that being 10% on the next $20,500.
Your State of Louisiana taxes your income in a similar fashion, with the first $9,000 not being taxable and then 1.85% on the first $25,000 of taxable income.

You may ultimately be safe from taxation in the long-run.
filing married
Is your income much greater than $35000? If not, you may not experience much Lousiana tax at all with a 1.85% tax rate.
Just to be clear, the first $9000 of income you report to the state is not taxable.
The next $2500 is taxable at 1.85%
I'm filing married joint return
So, any income above $9000 will be taxed at 1.85%.
How are you currently paying for any state tax, if some of your state retirement income may be taxable? I have a feeling they are not withholding any state tax on that side job pay, which may push you above $9000 and then owe state tax on the difference. You may want to look at your numbers and see if you have to tell that employer to withhold at least 1.85%
Would you recommend i submit withhold weekly for federal and state or monthly payments
