Not enough information is given to answer this. Your filing status, date of birth, whether you have dependents, the types of income (self-employed vs W-2 employee; preferred tax treatment items like long-term capital gains versus ordinary income) you have, whether you have certain deductions, whether income is foreign etc, could all result in wildly different results for individuals with the same 23,000 of income.
