How much does it cost to download 2 old returns?

I am not using Turbo Tax this year. I want to download 2 old tax returns. How much do I have to pay for them (and why do I have to pay for them?? I thought they were in some kind of cloud...)

If you are currently using the Federal Free Edition, you can access your previous returns by upgrading to PLUS which costs $29.99. You would also have to use the same account that you used as last year. Two separate accounts cannot be merged.
