How is it that TurboTax is doubling my withholdings from my 1099R? This is giving me a refund of more than is owed to me!

Federal income tax withheld is reported in box 4 and state withholding in box 14. Make sure you have entered the correct information.

Make sure you didn't report the 1099-R twice on your return.

Revisit the Retirement Plan and Social Security section, at the 1099-R Summary Page, you can delete duplicate entries with the trash can icon.
