Section 199A refers to qualified business income (QBI). You see that option in TurboTax after you enter your income and deductions in the federal section of TurboTax. You can also find those options by entering "QBI" in the search help box on the top right of your TurboTax screen. Once you enter QBI you should see a "jump to" option that will take you to that section in TurboTax.
