How do I speak by phone today with TurboTax on an administrative question about their software?

Turbotax tells me I can't complete my Federal return until a new Form 8383 is available? Can I go on to work my state return or should I stop until the Federal form is available?

Its recommended that you wait until both federal and state are ready to be e-file, and submit them both together. However, if you want to file them separately you can, but you should submit the federal form first.

Some forms aren't available to be E-filed yet. Once they do release it, it might take a few days for TurboTax to integrate it into the system. 

If the form says its Unsupported, it means that it is not supported by TurboTax, and you won't be able to file it electronically; instead you will have to print and mail either the form itself or the whole return.
