How do I know if I need to file NYC tax separately? Is it the same form?

I've seen some mention of how NYC tax returns need to be filed separately from NYS tax returns (which I filed through TurboTax). How can I tell whether I need to file an NYC tax return? Can I submit the same forms that were auto-filled and e-filed for my NYS tax return (IT-201; IT-2; Schedule D/Form 1040)? If I made a tax payment to NYS, will I also need to make a payment to NYC?

It depends, but generally speaking you do not need to file NYC taxes separately from your NYS state tax return.  This is because the NYS state tax return already includes the calculations.  Here is a copy of the form:  Form IT-201, and you will notice that on page 3, lines 47 through 58, NYC (and Yonkers) taxes are calculated.

Thank you. How can I verify that I don't need to file separately? (I realize that all the information is on the forms that TurboTax filled out when I was filing NYS taxes, but do I need to SUBMIT those forms elsewhere, or will the fact that I submitted my NYS taxes via TurboTax be sufficient?)

TurboTax submits all of the forms electronically needed for the return.  If there is something that needs to be mailed in, it will tell you so.

If you had NYC income reported on a W2, your NYS  and 1040 return will suffice. If you have a separate income source not reported on a W2 - for instance, an unincorporated business or partnership - you need to file a separate NYC return for that. TurboTax will do some of the work for you based on your 1040 and NYS return but you must complete the NYC 202S or similar return manually, print it out, and mail it.
