How do I keep multiple box 18-20 entries for the same locality?

My W-2 has two answers in boxes 18-20 and the two localities are the same city. I'm trying to submit my taxes and this is being flagged as an error.

If the entries in boxes 18-20 of your W-2 report the same city, county or locality, you may add them together in one line 18-20 entry.
