How do i issue a 1099 misc for house cleaner (independent contractor)?

She and her helper clean our house approximately once a month. They work for other households at other times.  Payment is less than my reporting requirements.

I'm not a business and I'm not trying to deduct anything.  I just want to provide a 1099 to this small business so she knows how much she was paid last year and that I did no withholding for her.
