Did you make an estimated state payment or just Federal? Did you enter it in the state field?

Sorry. Answer did not help. Directions only applies to school tax estimated school tax payments reported on a W-2 or 1099R on line 4. I paid the tax using estimated school tax issued by Ohio specifically for this purpose. Ohio collects school taxes for school districts, so this is a local estimated tax presenting  as a State estimated tax. Taxslayer software used by ITS Vita permitted me to enter directly onto line 8 and get a correct answer. Why does not TurboTax get a number to line 8? I resolved problem  with pen and ink entries, but this should not be.

TurboTax (TT) does not automatically prepare a School District return, you must initiate it.

At the screen, in the Ohio program, titled  "A few things before we wrap up your state taxes"
      scroll down to School District taxes. 
Or later at the screen  "Your 2019 Ohio Taxes are ready for us to check"
    -Click Other situations
    -Scroll down to School District taxes.
