How do I get a refund from Turbotax cause they had me upgrade and and my state refund keeps getting rejected. Next time I will go to HR Block

The state is rejecting your return, not TT.  What is the rejection message/code?  Also, when using TT Online, there is no state efile fee. Rather, the charge is for the use of the software to prepare your state return (which you did), and is the same even  if you file by mail.
