How do I file my taxes without Turbo Tax making me pay? I have set up payment plan through the IRS.

Turbo Tax is only going to make you pay their fees; it is not going to make you pay the tax due to the IRS (or your state)

When TurboTax asks how you want to pay the tax that you owe, select the option to pay by check. Then don't send a check.
