Only certain city/local tax returns in select states are supported by TurboTax.
See this TurboTax support FAQ for city/local tax returns supported - https://ttlc.intuit.com/community/returns-and-forms/help/which-city-tax-returns-can-i-do-in-the-turb...
In addition to the ones listed at the link, TT can do Ohio School District Income Tax returns.
Even when TT CAN do a local return, it is not automatic. YOU must initiate it within the state program. Almost all are not efiled. They have to be printed and mailed. If you do not have a local return on your list of forms, one was not done. If you have one, check the state filing instructions to see if it was efiled or you had to mail it.
Turbotax (TT) does not e-file Ohio city taxes. City tax must be printed and mailed. It does e-file School District (SD) taxes. The preparation of both City & SD tax returns must be initiated by you, in the Ohio program, it is not automatic. Check the state "filing instructions". I actually find it easier to fill out a city return by hand or at the city, CCA or RITA web site, than to use TT. Things don't happen automatically and you need to know what you’re doing. The actual RITA/city forms are easier to follow than the TT interview.
