It depends on why you are deleting the state return.
If you have decided that you do not need to file the state return, you can just leave it and when you go to file make sure and exclude it. You will exclude (not file) it in the File section of TurboTax. You can exclude it by checking it to 'File Later' and just leave it in the system.
If you want to start the state return over, but not the whole return over, you can delete the state forms. Anything that is coming in from the Federal will regenerate the form but any answers you gave in the state section should be wiped out. I would start at the bottom and deduct all the state forms. You can follow these instructions:
I'll give it a try. My screen doesn't work as you've described, but I can get to forms and I can delete them. I will do so from the bottom up and let you know how it goes.

Well, after struggling to try to delete forms (which doesn't work), just going to the File Menu offered an option to Remove State Returns. Seemed like an obvious fix, but didn't think to go there except out of desperation. That did work.
Hopefully, if anyone else should ask, that will help.
