The increase in the age limit for the child tax credit to include 17-year-olds is for 2021, not for 2020. It does not apply to the 2020 tax return that you are filing now. And if your daughter turned 17 in 2020, she will be 18 at the end of 2021, so you will not get the child tax credit for her next year either.
The only thing that I see in the American Rescue Plan on the Child Tax Credit is this on page 141:
"‘(i) SPECIAL RULES FOR 2021.—In the case of any taxable year beginning after December 31, 2020, and before January 1, 2022—"
So if this is what you read, it applies to tax year 2021.
