How do I correct a previous years rejected return?

I filed my 2017 return in October of 2018. I didn't know it was rejected until recently. I purchased TurboTaxLive, but I can not get anyone one the phone.

Since the IRS does not allow the e-filing of income tax returns for previous years, corrected tax returns for prior years are only accepted via mail.
