You can't. The Internal Revenue Service requires a child's SSN in order to claim them as a dependent on your tax return. There is no requirement that you report your child as a dependent. You may choose to file without claiming your daughter by imply skipping the section for claiming dependents. Not only will you lose any child tax credit, but if you're unmarried and would be eligible to file as head of household if claiming a dependent, you'll now have to file as single. You can file now without claiming your daughter, and then when you have her Social Security Number you can file an amended return.
