how do I change installment agreement on state tax returns so that I can e-file?

MS tax returns will not let me e-file because it says I need to amend installment agreement. What does that mean?

If you currently have an installment agreement with Mississippi to pay back taxes owed from a prior year, and you're filing a 2024 return requesting an installment agreement, MS may want you to amend your prior agreement in some way. 

You could verify this by contacting the MS Dept. of Revenue.  Here's what I find on MS Installment Agreements.
