It sounds like you already filed your 2021 tax return, and now, in 2022 you started working for Uber and want to file quarterly estimated tax payments. 

If that is correct, you can do this in turbotax by using the explanation by Volvogirl in this link

Clicking "Add a State" brought back all of the menu options that disappeared after I filed my taxes, allowing me to upgrade.
