How do I attach CA4197 form to submit with my CA state return?

California form 4197 is not currently supported as an attachment in TurboTax.  If you wish to file it you will have to download it and file it separately.

The FTB has also said that filing of the form is not required.

Thank you. Oddly enough it was included in my CA return when I did the last review before submitting my return.

It was filled out correctly.

If Turbo Tax had indicated this form was being processed, would have saved me a lot of time and stress. I finally had to file a request to the FTB to send the instructions as they were not posted with the actual form (when I found it myself)

Maybe this will be useful for another CA bus owner.
