How do I apply my Virginia state tax refund to my 2019 Virginia estimated taxes?

How do I apply my 2018 State refund (Virginia) to my 2019 State estimated taxes?

As you are going through the filing interview, you will see a screen asking you how you want to handle the state refund.  You can select the option to apply it to your 2019 VA taxes.
