How come the link to irs non-filers payment info tool not work? how can I sign up for a stimulus money?

I can't get the link to sign up for stimulus money  to work and deadline is approaching

If you did not:

• file a 2019 federal tax return,
• get an Economic Impact Payment,
• register for an Economic Impact Payment already.
