How come I can not pay for my return through my taxes?

I have a return coming and do not owe anything it doesn't even give me the option to pay through my return and I do not an 8888 form

In order to pay through your taxes, you must have a federal refund equal to or greater than the fees you owe.  Here are the full details on the requirements to use the Refund Processing Service

Are you getting a federal refund? In order to use Refund Services you must be getting a federal refund that is greater than or equal to the amount of your refund.

If you are a California resident, you can pay for your refund by upgrading to the Premium Services bundle. Here is more information on Premium Services
